
Legal basis
Law No.2939 of August 2001, entitled "Terms and Measures for the alternative management of packaging Establishment of the National Organization for the Alternative Management of Packaging and Other Waste (NOAMPOW)” was passed in order to implement the European Directive. Within, packaging chain operators, so called packaging managers - including raw materials producers or suppliers, packaging manufacturers, fillers and packers, retailers and importers - are obliged to organize alternative management of the packaging waste caused by their products. The term "alternative management" refers to all activities aiming at the reuse or valorization - such as recycling or energy recovery - of packaging or packaging waste.
Packaging managers must either organize an individual system for the alternative management of their packaging waste or participate in a collective system. These collective systems are approved for a six-year renewable period by the Ministry of Environment.
